Senator Mark Warner spoke a few days ago about his Care Planning Act of 2015. He explained how this legislation would supplement and extend the recent expansion of Medicare coverage for advance care planning (see my summary of CMS action here).
“Just because this is now compensated, we should not assume this issue is now behind us.” For example, the bill prioritizes and funds the development of quality measures for care near the end of life. We need tools to measure the concordance between the individual’s stated goals, values, and preferences with documented care plans, the treatment that is delivered, and the outcome of treatment.
