Researcher/ Project Manager (consultancy)

 

The Nuffield Council on Bioethics wishes to produce a short Discussion Paper on the forensic uses of bio-information. It is looking for a post-doctoral individual who will research, and manage this study on a part-time basis, and help an expert working group to write the Discussion Paper. The project will last for 10 months starting in September 2006. The Council proposes to offer a consultancy contract for up to £15,000 depending on experience.

JOB DESCRIPTION:                   RESEARCHER/PROJECT MANAGER

 

Fixed-term (10 months) contract on consultancy-basis, up to £15,000, depending on experience.

Drafting of short Discussion Paper

 

The Nuffield Council on Bioethics examines ethical issues raised by new developments in biology and medicine. Established by the Nuffield Foundation in 1991, the Council is an independent body, funded jointly by the Foundation, the Medical Research Council and the Wellcome Trust.

 

Following a workshop held in February 2006, the Council decided to establish an expert Working Group, chaired by the Chairman of the Council, Professor Sir Bob Hepple, to produce a short Discussion Paper on the topic of forensic uses of bioinformation.  The project will focus in particular on ethical, social, legal and scientific issues raised by the operation and use of DNA databases for forensic purposes.

 

Activities

 

Supervised by the Director of the Council, and advised by the Assistant Director, the Project Manager will undertake research, prepare, organise and support the meetings (about four) of the Working Group and take a role in drafting the final Discussion Paper with guidance from the Working Group.  It is envisaged that the project will take up about two-fifths of the individual’s normal working time spread over a period of 10 months. The full range of activities is described below.

1                    Organising the work of the Working Group: Planning agendas, briefing Chairman, producing minutes and pursuing follow-up action after meetings, arranging fact finding meetings, liaising with interested parties, arranging and evaluating a peer review process. 

2                    Undertaking background research, with the support of the Council’s Research Officer.

3                    Drafting and editing background briefings and a publication in the form of a Discussion Paper.

4                    Meeting with the Council’s Director and/or Assistant Director at regular intervals to discuss the progress of the project.

 

In addition he or she:

5                    Undertakes any other tasks that may reasonably be requested by the Chairman, Director and/or Assistant Director from time to time.

 

Deliverables

 

  • Organisational and research tasks as described above.

 

  • Minutes, background, briefing and working papers of a high standard.

 

  • A final draft Discussion Paper that summarises the discussions and analysis of the Working Group, takes account of comments and criticism by peer reviewers and others submitting comments, compatible in scope, level of detail and style to other publications of the Council.

Experience of working in a small organisation or team.

Knowledge and qualifications

Post-doctoral - degree level in law, public policy, philosophy, sciences, or similar.

Knowledge and understanding of bioethical issues highly desirable.

Personal Qualities

Commitment to the Nuffield Council’s objectives and values. 

 

Analytical ability and creativity.

 

Ability to cope with a full and varied workload, to prioritise and to work to deadlines.

 

Experience of working in areas requiring tact and diplomacy.
