The National University of Singapore invites applications for a Senior Research Fellow to be the Programme Leader of the Centre for Biomedical Ethics (CBmE) Funding Initiative. This programme is supported with an infrastructure grant from the Singapore National Medical Research Council. This initiative is aimed at:

1. Supporting the development of regulatory frameworks for key priority areas of translational and clinical research.

2. Building bioethics capability in Singapore.

3. Understanding the challenges of implementing ethics guidelines for biomedical researchers, and making recommendations to policy and regulatory bodies, and the Ministry of Health, for improving efficacy and balance between the needs of patients, public expectation, and the biomedical community.

4. Supporting public education and engagement with bioethics.

5. Collaborating on the initiatives of the Bioethics Advisory Committee.

The position is full-time, fixed-term until March 31, 2021, and is renewable upon successful application for continued funding from the National Medical Research Council. The Programme Leader will manage a team of two full-time research staff and one administrator, and will report to the Co-Directors of the grant, Associate Professor Roy Joseph and Assistant Professor Tamra Lysaght. The main responsibilities of the Programme Leader are:

• Ensure the team meets the key performance indicators within the stipulated budgets and oversee reporting requirements for the Co-Directors’ approval
• Coordinate and provide teaching for the Ethics and Regulation of Clinical Research module for the Master of Clinical Investigation programme
• Facilitate professional training workshops for biomedical researchers
• Develop public outreach and education materials and facilitate public education in liaison with the Bioethics Advisory Committee
• Contribute to expert symposia, position papers and discussion/commissioned papers where appropriate
• Assist the Co-Directors in liaising with Bioethics Advisory Committee on joint projects
• Participate in international conferences and meetings of importance to the programme initiatives
• Assist the Co-Directors in developing and maintaining networks of scholars, scientists and policymakers for collaboration

Selection criteria:

1. Essential requirements

• A PhD degree or an equivalent in a field relevant to clinical research ethics, regulation and governance (e.g. bioethics, law, philosophy, sociology or political science)
• Minimum five years’ experience in an academic role
• Demonstrated experience in grant management and independently managing a multidisciplinary team of researchers in an academic setting
• Demonstrated experience in teaching postgraduate and/or professionals
• Demonstrated track record of publication in the fields of bioethics, law, philosophy, sociology or political science
• Exemplary written English and oral communication skills
• Excellent organization and management skills with attention to detail

2. Desirable requirements

• Expertise in research ethics and regulation
• Experience in public engagement activities and methodologies
• Experience in liaising with government officials and policymakers in health and/or clinical research

The National University of Singapore offers competitive remuneration packages and the successful applicant will be offered salary and benefits commensurate with his or her experience and expertise. The Funding Initiative also supports training and conference travel for research staff.
